Common mistakes to avoid
I work as a quality and compliance manager for a mid-size safety equipment distributor. I review every shipment before it goes to our field teams—roughly 400 unique items a year. And I’ve rejected about 7% of first deliveries in 2024 due to spec mismatches, inconsistent stitching, or missing certifications.
This checklist is for procurement officers or team leads tasked with outfitting a tactical unit—whether it’s a SWAT team, a security detail, or an industrial safety crew. Write down, for each team member:
- Environment: indoor, outdoor, vehicle-based, mixed. The 5.11 Ranger 1.75" belt works fine for desk duty. For a leader who climbs fences? The Operator Belt is better.
- Duration: 4-hour shifts vs. 12+ hours means different comfort requirements. Stretch panels matter more for long wear.
- Threat level: Is body armor mandatory? If so, does the outer gear need to fit over it? (Note to self: every new guy forgets this.)
Checkpoint: Have mission profiles signed off by the team lead, not HR. OH, and—I should add—include weather extremes. We spec’d summer-weight 5.11 Stryke pants for a squad that works night shifts in a desert winter. They froze. (Circa 2023, we learned.)
Step 2: Build a “must have” vs. “nice to have” list per item
For each piece of gear, separate dealbreakers from preferences. This prevents downgraded specs that save $2 per unit but cost you in field failures.
Example for hard hats:
- Must-have: ANSI Z89.1 Type II (lateral impact) per OSHA 29 CFR 1910.135. You don’t get to skip this. Period.
- Nice-to-have: ratchet adjustment vs. pin-lock. Kask hard hats (which we use for rope access teams) have a nicer feel. The Green Devil hard hat is cheaper and gets the job done for basic bump protection.
Checkpoint: Show the must-have list to the safety officer before pricing. Ask: what’s a compliance violation? That’s your minimum.
Step 3: Source 3 vendor quotes with identical specs
I can only speak to U.S. distribution, but here’s the pattern: if you ask for “a tactical backpack,” you get pricing from $40 to $200. If you ask for “5.11 Rush Moab 8 13L sling pack, black, 1050D nylon, padded laptop compartment,” you get apples-to-apples quotes.
I still kick myself for not doing this earlier. In 2022, I accepted a “competitive” quote for fire extinguishers that turned out $12/unit higher than the same spec from an alternative vendor. Total overpayment: $960 for an 80-unit order. If I’d written the spec, I’d have seen it. (This was before I implemented the checklist.)
Checkpoint: Send the exact product SKUs or spec sheet to at least 3 distributors. Not generic category requests.
Step 4: Safety certifications (the most overlooked step)
This is the step that gets skipped because “we always buy the same brand.” Then a client asks: do these hard hats meet NFPA 1971? (For firefighting, they’d need that, not just ANSI Z89.1. The Green Devil hard hat doesn’t. The Kask Super Plasma does.)
Per OSHA 29 CFR 1910.157, portable fire extinguishers must be listed and labeled by a nationally recognized testing laboratory (NRTL). For extinguishers, that usually means UL. For tactical gear, it’s ANSI, ASTM, or NFPA standards. Don’t assume. Verify.
Checkpoint: Create a certification checklist per item. For hard hats: ANSI Z89.1 Type I or II? Vented or non-vented? For gloves: ANSI cut-level rating? For extinguishers: UL rating and placement class?
Step 5: Test the gear with 3 real users before bulk order
Specs on paper are great. They don’t tell you the 5.11 Defender-Flex pants ride up when you squat in a patrol car. (They do, by the way—the stretch panel isn’t long enough for taller frames.)
I ran a blind test with our field team: same 5.11 Stryke pants in two sizes. 80% of users identified one size as “more comfortable” without knowing the difference. The cost difference was $0 per unit—it was simply the right size. But I wouldn’t have known without asking real users.
Honestly, I’m not sure why more teams skip this step. My best guess: they think the catalog spec or a vendor’s recommendation is enough. It’s not.
Checkpoint: Order 3 units of each item in your spec. Give them to 3 end-users with different body types. Collect feedback on fit, function, and feel. Adjust spec before bulk PO.
Step 6: Calculate total cost, not unit price
This is where total cost thinking matters. The Green Devil hard hat is maybe $15. The Kask is $45. But if the Green Devil doesn’t meet your safety cert (e.g., you need NFPA 70E for electrical work), you can’t use it—the $15 becomes sunk cost.
Or consider the 5.11 Rush Moab 8 13L sling pack: $79.95 list. A generic competitor might be $49. But the 5.11 has a padded laptop compartment, 1050D nylon, and YKK zippers. If a zipper fails on the generic during an operation, the time cost of replacing lost items + mission disruption is easily $200–$500. The $30 premium per pack is cheap insurance.
I now calculate TCO before comparing any vendor quotes: unit price + shipping + certification verification time + expected replacement frequency.
Checkpoint: For each line item, estimate 3-year total cost. Not just this year’s budget.
Step 7: Verify the physical shipment against spec (don’t trust the label)
In Q1 2024, we received a batch of 80 hard hats where the suspension adjustment was visibly off—the ratchet mechanism didn’t engage at the correct tension. Normal tolerance is < 1mm deviation. These were 3mm out of spec. The vendor claimed it was “within industry standard.” We rejected the batch, and they redid it at their cost. Now every contract includes dimensional tolerance requirements.
Same goes for packaging: I once got a fire extinguisher with a dented valve assembly. The box looked fine. If I hadn’t unpacked and inspected every unit, we’d have shipped them. That quality issue could have cost us a $22,000 redo and delayed our client’s safety ordinance inspection.
Checkpoint: Open and inspect at least 10% of incoming units. Measure critical specs. If more than 2% fail, reject the entire lot.
Step 8: Document the specs and keep a “lessons learned” log
One of my biggest regrets: not documenting spec changes after each order. I’ve had to re-research hard hat certifications three times because I didn’t write down the conversation with the safety officer. (I really should keep a running document.)
For each PPE category, create a short summary:
- Last order SKU, vendor, price, date
- User feedback summary
- Why you chose this spec (e.g., “switched to 5.11 Stryke pants because Defender-Flex didn’t pass the squat test”)
Checkpoint: Save the log in a shared drive. Update it after every order. Include photos of fit failures—they’re worth more than notes.
Common mistakes to avoid
- The fire alarm trap: You’ll get distracted by how to turn off fire alarm (testing gear). That’s a separate SOP. Don’t let it derail your procurement timeline.
- Cheapest options rarely are: The lowest unit price often lacks certifications, durability, or support. That $12 extinguisher might not be UL listed—then you can’t use it at all.
- Assuming brand consistency: Not all 5.11 products are built for the same mission. The Rush delivery series packs are for everyday carry. The Charge laptop backpack is for office use. Check the intended use, not just the brand.
